Pennsylvania State Police said the body of Rebecca Landrith, 46, was found on Sunday on an Interstate 80 eastbound ramp in Union County. Francis, 39, has been charged with felony retaliation for allegedly threatening a police officer after being stopped for speeding, according to The Associated Press.
